Important CBAM update
Default values should only be used for low-volume imports. The EU has deliberately made the declaration of verified emissions significantly more convenient, signalling a clear preference for verified emissions over defaults.
Where it gets more complex
To minimise risk and cost, importers should already request full-year 2025 emissions data from suppliers. This is currently the best possible proxy for 2026 emissions under the definitive CBAM phase.
At the same time, suppliers should be prepared for third-party verification. The most effective approach is to obtain pre-verification of 2025 annual emissions, ideally by an EU ETS–accredited verifier.
Personalised benchmarks for real-value 2026 declarations
Once best-available (ideally pre-verified) estimated 2026 emissions are available, applying the correct product-specific CBAM benchmarks becomes essential. Default (Column B) benchmarks can no longer be used when declaring real emissions.
Benchmarks must instead be built in a personalised, product- and production-route-specific manner, depending on factors such as:
• Scrap share
• DRI vs BF-BOF production routes
• Pig iron and alloy inputs
• Country of production and manufacturing process
